White efflorescence on the wall — what is it and what to do?

White efflorescence on a wall is crystals of salt left on the surface after water rising through the capillaries of the masonry has evaporated. It is a typical signal of rising damp — the water really is moving through that wall and the plaster can no longer keep up. Merely repainting hides the problem but does not solve it.
